  • Prof. LUIZ CLÁUDIO COSTA is Rector of IESB University, Brazil
  • President of IREG Observatory on Ranking and Excellence, France
  • Prof. Costa has an extensive experience in the field of higher education confirmed by the high-level positions in various institutions and organizations as well as academic and scientific works, policy advising, peer review and consulting.
  • Academic Background: Undergraduate degree in Mathematics, Master in Agricultural Meteorology from the Federal University of Viçosa (UFV), Brazil, and PhD degree in Agricultural Meteorology from the University of Reading, England.
  • Professor Costa has retired as a Full Professor of Agricultural Engineering at Universidade Federal de Viçosa. At the University he worked on undergraduate and graduate courses and research at the Agricultural Engineering Department. Academic Vice Rector of IESB University, Brazil from January 2017 to February 2021 and Rector since March 2021. President of IREG Observatory on Ranking and Excellence, since 2018.
  • At the University of Viçosa he held the following positions: Rector (2008-2011); Head of Department of Agricultural Engineering (2006-2008); Pro-Rector (2000-2004); Postgraduate Coordinator of the Program in Agricultural Engineering (1994-1999).
  • He published more than 80 scientific papers nationally and internationally and advised over 60 Doctor’s and Master’s theses, and students’ academic and extension papers. Besides that, he was a member of the Brazilian National Council for Education (CNE), President of the Brazilian Society of Agricultural Meteorology. Leader of the research team specialists of Climate Change and Agricultural of the World Meteorological organization (WMO), from 2006 to 2010. Reviewer of the 5th report of IPCC (UN). Coordinator of the Committee for Climate Change and Agriculture of the Brazilian National Institute for Research and Technology on Climate Change (CNPq), from 2008 to present. Vice President of the Pisa Board (Program for International Student Assessment) of OECD, from 2012 to 2016. Member of the team of experts invited by the Russian Union of Rectors and the Russian Academy as a reviewer of the new Moscow International University Ranking “The Three University Missions”, from May to December 2017.
  • Within the Ministry of Education of Brazil, Mr. Costa held the following positions: Secretary of Higher Education (2011–2012); President of the National Institute of Educational Studies and Research Anísio Teixeira (INEP), from 2012 to 2014. Vice-Minister of Education from February 2014 to May 2016; Minister of Education between March and April 2015.
